Goals of the Council Bluffs Interstate System Improvement Program include:
- modernizing 18 miles of interstate;
- accommodating planned developments along the corridors;
- reducing traffic congestion, and;
- improving the visual landscape in the area.
Iowa DOT’s Largest Highway Funding Effort

The Council Bluffs Interstate System Improvement Program is the single largest endeavor in Iowa DOT’s five-year Transportation Improvement Program. From 2008 through 2013, the Program spent approximately $150 million dollars. Every year moving forward, the Program will spend approximately the same amount annually to streamline and expedite the Program as a whole. Ultimately, this means Iowa DOT will produce a better interstate system more quickly and more efficiently for the traveling public.

Increased construction also increases the amount of work zones throughout the area. Various conditions will be present during the construction season and drivers should be aware of what to expect.
To protect other drivers, construction workers and yourself, it is critical to use extra caution when driving through a work zone.
I-29 and U.S. 275/Iowa 92 Interchange
2016 Construction & Traffic Movements

The I-29/U.S. 275/IA 92 (I-29/U.S. 275) Interchange reconstruction is scheduled to occur between 2014 and 2017. The project includes reconstruction of I-29, from 1.3 miles south of U.S. 275 to just north of the U.S. 275 ramps, and U.S. 275 from Metro Mall Drive east to Harry Langdon Boulevard including the I-29/U.S. 275 interchange in Council Bluffs.
The project will also accommodate the consolidation of railroad operations into a new common corridor west of Mosquito Creek under I-29 and IA 92.

I-29/I-480/West Broadway System Area Project

The Purpose and Need of the I-29/I-480/West Broadway area project are to:
- Improve/modernize system priority linkage at the I-29/I-480 Interchange;
- Improve the geometry of the roadway;
- Improve safety performance;
- Improve level of service and reduce congestion, and;
- Provide a direct connection to West Broadway from I-29.
Currently conducting environmental studies and conceptual design to identify a single preferred alternative.
Funding sources and a construction schedule have not been determined.

Although the Dual, Divided Freeway will not be completed until 2021, you will begin seeing changes to interstate signage as phases are completed. Shown here are artist renderings of the cross sections near 24th Street and South Expressway.
