Goals of the Council Bluffs Interstate System Improvement Program include:
The Council Bluffs Interstate System Improvement Program is the single largest endeavor in Iowa DOT’s five-year Transportation Improvement Program. From 2008 through 2013, the Program spent approximately $150 million dollars. The Program will strategically schedule projects to streamline and expedite the Program as a whole. Ultimately, this means Iowa DOT will produce a better interstate system more quickly and more efficiently for the traveling public.
The Council Bluffs Interstate System Improvement Program has been active since 2008. The statistics shown here give a snapshot of the magnitude of work completed in 2016.

The Program schedule highlights construction activities through 2024. Traffic impacts will vary depending on the construction activity.
Activities that impact traffic movements or are expected to cause significant traffic delays will be advertised in advance on our website and via social media.

The Dual, Divided Freeway, Phase II reconstruction is scheduled to occur between 2017 and 2019. The project includes reconstruction of I-80 eastbound/I-29 southbound, just east of the Missouri River to South Expressway, and includes the Indian Creek bridges in Council Bluffs.
When complete, the Dual, Divided Freeway will physically separate through traffic on I-80 from traffic on I-29 destined for Council Bluffs, creating I-80 express lanes and I-80/I-29 local lanes.

Dual, Divided Freeway Signage
Although the Dual, Divided Freeway will not be completed until 2021, you will begin seeing changes to interstate signage as phases are completed. Shown here are artist renderings of the cross sections near 24th Street and South Expressway. Exit numbering and destination designation will change on the signage, as seen in the renderings. For example, the South Expressway exit will no longer have the “Lake Manawa” destination designation.
The East System Interchange Phase II reconstruction is currently underway and is scheduled to be complete in 2018. The project includes reconstruction of I-80 westbound, just west of Madison Avenue to South Expressway, including portions of the South Expressway and Madison Avenue interchanges in Council Bluffs.
The project will also include the I-80 westbound to I-29 southbound flyover ramp.

Iowa DOT is in the process of preparing an Environmental Assessment for the I-29/I-480/West Broadway area to comply with the National Environmental Policy Act, also known as NEPA. The Environmental Assessment will compare impacts between two concepts and determine if a proposed project will result in significant impacts to the environment, both human and natural. One of the concepts will be chosen as the preferred alternative and will be carried forward into a construction project.
The two concepts include constructing an interchange between I-29 and I-480. For more details on the two concepts, please view the project video.
The Environmental Assessment process is anticipated to be complete in 2017 with a public hearing to be announced soon. Once the Environmental Assessment process is complete, the project will begin the final design phase. Right-of-way acquisition is tentatively planned for late 2017 through 2019 and construction is anticipated to start in the spring of 2020.
Goals of the I-29/I-480/West Broadway area project are to:
Southbound lanes of I-480 bridges and associated ramps will be closed March 2017 through June 12th and reopened prior to the start of the College World Series. The Northbound lanes and associated ramps will be closed July 5th through October 7th. During these closures, motorists are directed to use I-29 as a detour route.
Temporary closures of I-29 will occur between October 7th through November 2017. During these closures, motorists are directed to use I-480 as a detour route.
