Program Overview
The Council Bluffs Interstate System Improvement Program is the single largest project in the Iowa DOT’s five-year Transportation Improvement Program. The program will bundle projects together that can be constructed at the same time in order to decrease the overall length, construction impacts and the administrative costs of the program.

Whether you are a commuter from Council Bluffs and surrounding areas or traveling the interstate for business, the Iowa DOT is committed to keeping you informed of impacts that may affect your travel.
The schedule highlights construction activities throughout the program area through 2022. Traffic impacts will vary depending on the construction activity.
Activities that impact traffic movements or are expected to cause significant traffic delays will be advertised in advance on our website and via social media.
The Iowa DOT will remain customer driven and focused on safe and efficient movement of highway users.

I-29 and U.S. 275/Iowa 92 Interchange
The I-29 and U.S. 275/Iowa 92 Interchange reconstruction is scheduled to occur between 2014 and 2016. The project includes reconstruction of I-29 from the bridge at Mosquito Creek to the I-80 interchange and U.S. 275/Iowa 92 from Metro Drive to Harry Langdon Boulevard.
The project will also include the consolidation of Zipco and BNSF railroad operations into a new common corridor west of Mosquito Creek under I-29 and Iowa 92.
The reconstruction involves raising the interstate and U.S. 275/Iowa 92 to accommodate the new railroad corridor for the railroad relocation project. Construction will require highway ramp closures and two-way traffic with one lane in each direction on U.S. 275/Iowa 92 for approximately two years. Businesses and organizations will be able to receive advance notification and updates related to construction impacts.

Temporary Overnight Closure of I-29
Over the course of the U.S. 275/Iowa 92 interchange reconstruction there will be construction activity in a variety of locations. Some of these activities will require temporary changes to traffic movements.
From 2014 through 2016, U.S. 275/Iowa 92 near the I-29 interchange will be restricted to two-way traffic, one lane in each direction, while the bridge over I-29 is being rebuilt. During the bridge reconstruction there will also be short-term overnight I-29 closures. U.S. 275/Iowa 92 will remain open when I-29 is temporarily closed overnight.

Three-Month Closure of Each of the Northbound I-29 Ramps
In 2015 and/or 2016, the northbound I-29 on and off ramps at U.S. 275/Iowa 92 will be closed at different times for approximately three months each while they are reconstructed.
Motorists that are restricted from using the on and off ramps during the closures will be directed to the exit at South Expressway.

In 2016, the southbound I-29 on and off ramps at U.S. 275/Iowa 92 will be closed for five and a half months at the same time while they are reconstructed.
Motorists that are restricted from using the on and off ramps during the closures will be directed to the exit at South Expressway.
